<p>Mark Borkowski became the Assistant Commissioner for the Office of Technology Innovation and Acquisition (OTIA) with U.S. Customs and Border Protection (CBP) of the Department of Homeland Security (DHS) in July 2010. He is responsible for ensuring technology efforts are properly focused on mission and well integrated across CBP and for strengthening effectiveness in acquisition and program management. In addition to being the Assistant Commissioner for OTIA, Mr. Borkowski serves as CBP’s Component Acquisition Executive (CAE) responsible for ensuring acquisitions support a mission requirement, are cost effective and are integrated across all of CBP where appropriate.</p>
<p>Prior to his appointment as Assistant Commissioner, Mr. Borkowski served as Executive Director of the Secure Border Initiative (SBI) Program Executive Office (PEO). As Executive Director, Mr. Borkowski oversaw the Department of Homeland Security’s (DHS) implementation of SBI at U.S. Customs and Border Protection (CBP), and oversaw SBI’s continued efforts to develop border security resources that will provide enhanced situational awareness for frontline CBP personnel along theU.S.borders.</p>
<p>Before assignment to SBI, Mr. Borkowski served as the Executive Director for Mission Support atHeadquarters,United StatesBorder Patrol. In this role, he supported the Chief of the Border Patrol in executing the Border Patrol’s $2 billion annual budget and in managing a total workforce in excess of 17,000 agents and support personnel. He oversaw functions of workforce management, labor and employee relations, finance, logistics, recruitment, training, facilities, and tactical infrastructure. As a DHS Level III certified program manager, he provided expert advice and support to the Chief of the Border Patrol with respect to the technology program within SBI, SBInet. Mr. Borkowski directed a contracted effort for organizational development to redesign and transform the Border Patrol to respond to an unprecedented growth in the organization driven by Presidential mandate. His division staff included 75 personnel assigned to six separate geographic locations. Prior to his appointment as Executive Director of Mission Support, Mr. Borkowski served as Director for Asset Management in CBP’s Office of Air and Marine. In that role, he oversaw acquisition and sustainment for CBP’s aircraft and marine assets.</p>
<p>Before joining CBP, Mr. Borkowski was the Program Executive for the Robotic Lunar Exploration Program (RLEP) in the Exploration Systems Mission Directorate (ESMD) at NASA Headquarters. In that role, he oversaw the development and operation of robotic precursor missions to the moon as stage-setters for eventual human missions. Previously, he served as the Assistant Deputy Associate Administrator for Development Programs in the Exploration Systems Mission Directorate. Mr. Borkowski assisted the Deputy Associate Administrator in overseeing the technology, development, and acquisition programs to implement the President’s Vision for Space Exploration. Mr. Borkowski also served as the Program Executive overseeing the Hubble Space Telescope Robotic Servicing and De-orbit Mission and as the ESMD Coordinator for NASA’s Exploration Transportation Strategic Roadmap. During his time at NASA, Mr. Borkowski was elected Vice President of the International Lunar Exploration Working Group—a consortium of national space agencies and key commercial partners supporting initiatives for international collaboration in lunar exploration.</p>
<p>Mr. Borkowski served over 23 years on active duty in the United States Air Force, retiring at the rank of colonel. Mr. Borkowski’s last assignment in the Air Force was as System Program Director for the Space Based Infrared Systems (SBIRS) program office. In that capacity, he oversaw satellite programs worth over $40 billion; including the Defense Support Program (DSP), SBIRS-High, and SBIRS-Low. During his Air Force career, Mr. Borkowski also served as the Support Group Commander at Eglin Air Force Base; the Chief of the Programming Division at Headquarters, Air Force Materiel Command; the Assistant Chief of Staff at the Ballistic Missile Defense organization; and in a variety of other staff, acquisition, and engineering positions. Mr. Borkowski elected to decline an offer of promotion to Brigadier General and to retire from the Air Force in 2004.</p>
<p>Mr. Borkowski has a Master’s Degree in Astronautical Engineering from the Air Force Institute of Technology (AFIT) and a Master’s Degree in National Resource Strategy from theIndustrialCollegeof the Armed Forces. He also has Bachelor’s Degrees in Aeronautical Engineering from AFIT and in Mathematics from the State University of New York atAlbany.</p>
<p>Mr. Borkowski has certification from both the Department of Defense and DHS at the highest level (Level III) for acquisition management.</p>
<p>Mr. Borkowski is an accomplished public speaker who has represented the Air Force, NASA, and CBP before international conferences, academic and professional symposia, Congressional members and staff, and the press.</p>
<p>He has won numerous awards, including the Air Force Association, Lieutenant General John W. O’Neill Outstanding System Program Director Award; the Company Grade Officer of the Year and the Manager of the Year Awards from the Air Force Rocket Propulsion Laboratory; the Air Force Systems Command nominations for the “Ten Outstanding Young Americans” award, several military medals and decorations, and civil service performance awards.</p>
<p>Mr. Borkowski is a native ofRochester,New York. He is married to the former Stephani Miller ofLancaster,California. Mark and Stephani have three daughters: Carolyn, age 15; Emily, age 13; and Angela, age 9.</p>

Pierre brings over 20 years of management consulting, investment banking and policy expertise in the aerospace/defense industry.</p>
<p>He is also a Senior Associate at the Center for Strategic and International Studies, a Washington D.C.-based, non-partisan defense and foreign policy think tank. He was a Senior Fellow and Director of Defense-Industrial Initiatives at CSIS from 2003-2007. At CSIS he directed a team of five focused on policy issues related to the defense-industrial base, including defense industrial policy, acquisition reform, trans-Atlantic relations, export controls, and technology/innovation policy.</p>
<p>Before joining CSIS in 2003, Pierre was a managing director and senior aerospace/defense analyst at Credit Suisse First Boston from 1999-2003, where he was responsible for following the U.S. and global aerospace/defense industry. He remained a CSFB independent senior adviser from 2003-2006.</p>
<p>Prior to joining CFSB, Pierre was the senior aerospace/defense analyst at Morgan Stanley Dean Witter from 1995-1999. He served as the senior aerospace/defense industry analyst at Smith Barney during 1994 and as a director at JSA International, a Boston/Paris-based management-consulting firm that focused on the aerospace/defense industry (1986-88, 1990-93). Pierre was also a co-founder of JSA Research, an equity research boutique specializing in the aerospace/defense industry. Before signing on with JSA, he worked in the New York and London offices of Prudential-Bache Capital Funding as a mergers and acquisitions banker focusing on aerospace/defense (1988-90).</p>
<p>Over the course of his Wall Street career, Pierre participated in 31 aerospace/defense equity offerings/IPOs raising $11.7 billion and dozens of buy-side and sell-side M&amp;A assignments. In addition, Pierre garnered numerous awards while working on Wall Street. Institutional Investor ranked Pierre&#8217;s team the number one global aerospace/defense group every year eligible from 2000-02 and he was on the Institutional Investor All-America Research Team every year eligible from 1996-2002. He was ranked the number one aerospace/defense analyst by corporations in the 1998-2000 Reuters Polls, the number one aerospace/defense analyst in the 1995-99 Greenwich Associates polls, and appeared on the Wall Street Journal All-Star list in four of seven eligible years.</p>
<p>He was a member of the 2005 Defense Science Board Summer Study (Assessment of Transformation), 2006 DSB Summer Study (Strategic Technology Vectors), the 2006/2007 DSB Task Force on the Health of the Defense Industry, the 2007/2008 Defense Business Board Capability Requirements Identification and Development Processes study, the 2007/2008 DBB Task Force on Relations with the Industrial Base and the 2008 DBB study on Export Control Best Practices. He was also a member of a National Research Council study on Critical Technology Accessibility (2006) and a member of an Army Science Board task force on Use of Venture Capital (2001). In 2000, Pierre was appointed by President Clinton to the Presidential Commission on Offsets in International Trade. He is also a guest lecturer at the National Defense University and an Intermittent Professor at the Defense Acquisition University.</p>
<p>Chao earned dual Bachelor of Science degrees in Political Science and Management Science from M.I.T.</p>

<p>During Marty’s 26-year career with Booz &amp; Company (and its predecessor, Booz Allen Hamilton) he also supported US government clients including the FAA, NASA, Department of Defense and the intelligence community. He served on the executive team for Booz Allen Hamilton’s US government business and the Booz Allen Hamilton global Board of Directors.</p>
<p>Marty earned an MBA (with distinction) in Finance from the Wharton School of the University of Pennsylvania and a BSFS (cum laude) in International Economics from the School of Foreign Service of Georgetown University. In addition to his consulting work, Marty is a published author in naval and maritime history with three books to his credit. He also serves as a Director of the US Naval Historical Foundation.</p>
<p>Marty is a licensed commercial/IFR pilot in the US and Australia and a certificated yachtmaster. He has testified in the US Congress on aviation safety. He currently holds US government security clearances at the TS/SCI level.</p>

<p>Byron was a Senior Vice President at Prudential Equity Group, LLC from September 2005-2007. He was responsible for equity research of the aerospace/defense sector. From 1993-September 2005, he was First Vice President at Merrill Lynch where he also covered the aerospace/defense stocks and was Global Coordinator for this sector. He covered electronic warfare and engineering stocks as an equity analyst at Prudential Securities from 1984-1993.</p>
<p>Mr. Callan’s research has been recognized by Institutional Investor magazine, where he was ranked for a total of 15 years. In 2005, his research was cited by “Alpha” magazine. He testified before Congress in 2000 and appeared on “Wall Street Week with Louis Rukeyser” on three different occasions. Byron participated in strategic crisis exercises at the Army War College in 2004 and 2005 and a DoD-sponsored industrial base war game on tactical military aviation in 2008. He contributed to an Institute for Defense Analysis study on defense contract profit policy that was published in October 2008 and has had book reviews published in the Journal of Military History</p>
<p>He has an MBA from Columbia University and a BA with Special Honors from George Washington University.</p>
<p>Mr. Callan is married to the former Allison Burrow of New Orleans and they have three children. He and his family reside in Connecticut.</p>

Davis" width="172" height="251" align="left" />Tom Davis was first elected to office in 1979, winning a hard-fought campaign to represent Mason District on the Fairfax County Board of Supervisors. This would be the first of 14 straight victories, a winning streak spanning three decades.</p>
<p>In 1993, after spending 12 years as the Mason District supervisor, Tom defeated the incumbent chairman of the county board, taking the top elected office in Fairfax County, Virginia. Despite a severe economic downturn and a county budget deep in the red, Tom was able to implement a number of reforms that resulted in Fairfax being named the best managed county in the country by Governing Magazine.</p>
<p>In 1994, Tom successfully took on another incumbent, this time winning a seat in the U.S. House of Representatives to represent the 11th Congressional District of Virginia. He was the first freshman in 50 years to be given a subcommittee chairmanship, taking the gavel of the Subcommittee on the District of Columbia.</p>
<p>Throughout his tenure in Congress, Tom was widely recognized as a skilled legislator, an honest broker and a political mastermind. Through legislation such as the D.C. Control Board Act, he helped rescue the District of Columbia from its troubled fiscal situation. The National Capital Revitalization and Self-Government Improvement Act of 1997 resulted in the closure of Lorton Prison, a long-standing but previously unachievable goal for the citizens of Fairfax County.</p>
<p>Tom also drew on his past experience as the general counsel of Litton PRC to establish a well-deserved reputation for expertise on procurement and information technology issues. In this regard, he was truly representative of his Northern Virginia district, the economy of which is driven by IT and government services. Measures such as the Federal Acquisition Reform Act, the Services Acquisition Reform Act, and the Federal Information Security Management Act illustrate Tom’s knowledge of and interest in these matters.</p>
<p>Tom earned national recognition as chairman of the National Republican Congressional Committee in 2000 and 2002, when was instrumental in maintaining his party’s majority in the House of Representatives. He is known for his encyclopedic knowledge of political minutia, often lecturing members of Congress on the electoral history of their own districts.</p>
<p>After the 2002 election, he was named chairman of the House Committee on Government Reform, gaining national prominence once again by chairing hearings on the use of performance enhancing substances in professional sports. Other notable accomplishments include his hard-hitting but objective report on the federal response to Hurricane Katrina; his sponsorship of legislation giving the Food and Drug Administration authority to regulate tobacco; and passage of the National Capital Transportation Amendments Act, which authorizes much needed capital reinvestment in the Washington Metro system.</p>
<p>Tom recently accepted a position as the Director of Federal Government Affairs for Deloitte LLP, in which he continues his effort to being effective, common sense solutions to government.</p>

<p>We believe that a conference on the West Coast will provide a valuable source of information for companies involved in the defense and IT marketplace, or for companies contemplating entering this federal market space. Highlights of the day will be a presentation of the DoD Macro/Topline Ten-Year forecast and a Five-Year forecast of the Federal IT Budget.</p>
<p><strong>Luncheon Keynote Announced!<br />
</strong>Gary Wang, CIO, Corporate Operations Lead, Space and Naval Warfare Systems Command, has been announced as the Luncheon Keynote Speaker on November 10th. Gary Wang, a member of the Senior Executive Service, is SPAWAR’s Director of Corporate Operations and Chief Information Officer. He is responsible for developing and implementing a corporate information technology strategy to provide an end-to-end operational capability for more than 12,000 employees across a worldwide organization. His responsibilities include network management, information assurance, application management, data and knowledge management and information technology policy for SPAWAR.</p>
